Fire Safety Act 2021 is a major UK fire safety legislation act passed by the British Home Department concerning the safety of British people against the threat of fire. This act aims to strengthen the regulations regarding fire safety in multi-occupied residential buildings, and bounds building owners and Responsible Persons by law to conduct necessary Fire Risk Assessments of their buildings. If Responsible Persons fail in their duty, they can be punished by law for such negligence.
The Regulatory Reform Order (RRO) of fire safety passed in 2005 combined a number of different fire safety regulations passed over more than a century into one piece of legislation. RRO 2005 made it mandatory for responsible persons to conduct fire risk assessments of their buildings.
In 2017, a high-rise residential building called grenfell tower caught fire due to faulty electronic equipment. That tragedy resulted in 72 casualties and inspired a nationwide debate about fire safety in the United Kingdom. A civil engineer named Dame Judith Hackitt presented a review of the grenfell building tragedy and recommended updated fire safety regulations in the UK.
After a number of 2021 fire safety act briefings, the home department acted on Dame Hackitt’s recommendations and issued the Fire Safety Act in April 2021.

The Regulatory Reform Order 2005 (Fire Safety) was a major legislation concerned with public fire safety that took inspiration from the 1971 fire precautions act and many other pieces of legislation regarding public safety against fire incidents in the UK. It designated owners or landlords of the buildings, or business managers running a business inside a building as responsible persons, who are tasked with having a fire risk assessment conducted of their respective buildings in order to ensure the safety of its residents against fire.
The fire safety act 2021 improves upon the RRO 2005 and demands that the external walls and fire doors of each individual flat be included in the fire risk assessment. It also introduces harsh penalties for non-compliant responsible persons.
